Consortia Development Fund

In the 2007/08 financial year, Capacitybuilders made £7million funding available to consortia via the Consortia Development Programme

Consortia models

Different consortia models have developed across the nine Government Office regions, reflecting not only geographical and historical regional differences but also the strengths, weaknesses and the “politics” of the sector in each region.

Building on existing foundations

Capacitybuilders recognises that ChangeUp consortia are at different stages of development.

We wish to build on what already exists by providing support and resources for further development and ensure that benefits reach the front line organisations.

Outcomes

Outcomes from the £7 million CDF investment include:

  • Consortium Development
  • Region-wide Consortium Collaboration
  • Strategic Planning to 2014
  • Business Planning to 2011

Closed programme

The Consortia Development Fund was a 'closed' programme, only available to existing ChangeUp consortia.

Delivery plan

Each consortium was responsible for submitting a delivery plan by the end of the first quarter of the financial year.

This was effectively a project plan outlining how the consortium aims to work towards the four outcomes of the fund by the end of the period.

Toolkit assessment

Each consortium was required to participate in a self-assessment exercise to determine strengths and weaknesses and demonstrate that they are 'fit for purpose'.

Capacitybuilders provided each consortium with a facilitator and developed a toolkit for them to use during a day of self-assessment.

Following the toolkit assessment, Consortia produced a set of action points which were incorporated into their delivery plan.

Strategy and business planning

In December 2007, all Consortia submitted a 6 year strategy and 3 year business plan - a pre-requisite condition of the funding programme.

Finance and monitoring information

Before receiving any funding, Consortia were asked to complete a disclaimer of pre-intention form to confirm acceptance of the terms and conditions of the funds and their intention to use the fund to deliver the four stated outcomes.
