When ChangeUp launched, a fundamental delivery channel for the programme was through six national 'Hubs' of expertiseRemit
The national hubs were designed to improve the quality of support available to voluntary and community organisations by providing resources, developing training and promoting good practice in six specialist areas.

Under review
In 2006, the Capacitybuilders’ board commissioned an independent review of the Hubs which made clear recommendations for a stronger focus on users, achieving change and direct commissioning of national services.
Reshaping the delivery of services
In response to this report, the Board committed to an enhanced role for Capacitybuilders in providing leadership for the ChangeUp programme overall, recognising the need to create better links between work being carried out at a local and sub-regional level and the national initiatives.
Streamlining the provision of support
In response to this report and feedback from the sector and key stakeholders, in August 2007 Capacitybuilders committed to simplifying and streamlining the provision of national support services (NSS).
